Points = (W_M × Manufacturing + W_C × Customers) ÷ (W_M + W_C) × Enforcement ÷ 100
Manufacturing = mean of production, relocation and detecting infringements. Customers = mean of sales opportunity, already present and future market. Enforcement = enforcement answer; "No" and "not answered" set the country to 0.
